Department of the Navy — Distributed Workforce Project
A distributed workforce model for 400,000+ employees across 310 million sq ft.

Performed by members of the H & H Development Group team in prior roles. Estimated figures are those reported for the engagement.
Challenge
The Department of the Navy (DON) was exploring new ways of working as it adjusted to the lasting impact of COVID-19 on workplace demand and supply. It retained the team to develop a distributed workforce (DW) model for more than 400,000 employees across 310 million square feet of owned and leased buildings, with a focus on employee experience, expanded telework and hoteling, space redesign and smart-building technology.
Value delivered
The team helped the DON create a more cohesive, centralized vision for the workplace of the future — balancing on-site, telework and remote work without disrupting mission-critical tasks — and grounded its footprint recommendations in a DON-wide data call and Navy memoranda.
Expected outcomes
- A consistent telework policy integrating facilities, HR and technology
- Improved employee experience and talent attraction
- Reduce facility costs by at least $200M and footprint by at least 20%
- Technology that fully supports increased telework
How the team approached it
Baseline
Documented the DON organization structure, core functions and workforce segments to identify DW model customers, capture performance management, and assess the current footprint.
Design
Designed a change-management strategy and delivered data-driven recommendations for regional space consolidation, including requirements for an online space reservation tool.
Deploy
Developed the roll-out schedule and implementation plan and helped management deploy the change-management strategy.
